The Baseline Project is a multi-year initiative by BC’s Office of the Human Rights Commissioner (BCOHRC) that aims to evaluate the current state of human rights in the province of British Columbia.

This project will work to map the state of human rights across British Columbia for the purpose of achieving positive impacts on human rights priorities. Together, we aim to identify top human rights priorities and solutions, and to better monitor and evaluate change over time. 

Rights in Focus report

“Rights in focus: Lived realities in B.C.” is a report which highlights 10 significant inequities and injustices affecting B.C. residents, providing a crucial tool to understand the current state of human rights in our province and a kind of baseline to monitor change over time. 

Beyond the headlines

It doesn’t end there! We’re bringing further attention to the 10 key inequities by engaging with leaders and change makers. “Beyond the headlines” is a supplementary piece to the report where the Commissioner hosts a series of conversations with special guests. They will be scheduled throughout the year ahead and you will be able to attend livestreams or watch past recordings as they become available.

Our database is launched!

As of September 28, 2023, we are proud to launch the Baseline Recommendations Database. This resource is a living database that anyone can use to search human rights recommendations in B.C.

Currently, the database contains more than 1,700 recommendations from over 70 reports focused on human rights issues in the province. The database will grow as we receive and process reports. Get started below or learn how to search the recommendations database.
