Recommendation 3: While working towards its overall poverty reduction goals, the Government of Canada should endeavor to reach those furthest behind first. To this end, the Government of Canada should commit to reducing poverty by 50% in 2030 for marginalized populations, including Black populations, 2SLGBTQ people, Indigenous people, and persons with a disability. The Government of Canada should also specifically name and focus on Black populations, 2SLGBTQ people, Indigenous people, and persons with a disability within existing and new Government of Canada strategies, initiatives, and supports.

Recommendation 3: When counselling is mandated in order for parents to keep or have their children returned from care, MCFD should ensure that counselling is meaningfully available to parents with disabilities. This must include providing sign language interpreters for people who are deaf or hard of hearing.

Recommendation 402: We recommend the Ministry of the Attorney General fund public education programs developed through local organizations to address violence against women. These programs should be sensitive to the social, cultural, and language needs of the multicultural population of British Columbia. These programs must also address the special needs of lesbians and women with disabilities who have been victims of violence. (p. 7 – 131)

Recommendation 336: We recommend police, Crown, victim services, and Corrections staff be given joint training in the dynamics of sexual assault, the physical and psychological impact of abuse upon the victim, and the need for a gender sensitive approach to these cases. Recommendation 19: We call upon the federal government, in consultation with Aboriginal peoples, to establish measurable goals to identify and close the gaps in health outcomes between Aboriginal and non-Aboriginal communities, and to publish annual progress reports and assess longterm trends. Such efforts would focus on indicators such as: infant mortality, maternal health, suicide, mental health, addictions, life expectancy, birth rates, infant and child health issues, chronic diseases, illness and injury incidence, and the availability of appropriate health services.

Recommendation 1: We ask that police collect and share disposition data on the outcomes of mental health calls. Since poverty, discrimination and trauma align with mental health issues, we echo CMHA’s recommendation that police forces in B.C. collect, analyze and disclose race-based and other demographic data to identify systemic issues underpinning police response to people in crisis.
