Recommendation 46:
To meet the Black-educator deficit in BC schools, the Province must design a credential recognition system that recognizes and allows qualified Black educators who have immigrated to BC to more easily practice their teaching in BC. A supplementary approach is to encourage and support opportunities for part-time teaching, talks and sessions for Black professionals including interested retirees. The education Ministries can maintain a list of willing participants.

To facilitate meaningful access to counsel, we recommend legislation or policy providing:
- That outside agencies should be allowed to provide in-person legal aid clinics in SIUs on a regular basis.
- That CSC staff must deliver and facilitate all legal callback requests within 24 hours.
- That CSC must share relevant documentation directly with counsel at least three days in advance of all SIU reviews, without requiring a signed consent form.
- That outgoing faxes to counsel be provided to all prisoners free of charge and within one working day.
- That prisoners be provided sufficient time to meet with counsel in person, in a confidential room.
- That all necessary steps be taken to facilitate the attendance of counsel at hearings, including advising counsel of the time and date of the hearing as soon as it is scheduled and confirming requests by counsel to attend.

To ensure that the review reflects the current reality of both publicly subsidized and private-pay assisted living residences, the Seniors Advocate would begin by conducting three mini audits:
- To determine the proportion of residents currently living in assisted living residences who do not qualify for assisted living (as defined by the Bill 16 amendments) and identify the extent to which there are problems related to inappropriate prescribing and the lack of safeguards in medication storage;
- To determine the percentage of current residents in long-term care who do not require this level of support and who could be more appropriately supported in an assisted living residence (instead of relying on RAI-MDS data as is currently the case); and
- To determine the number of assisted living residents using emergency services, and the reason for and frequency of these visits and the costs to the system.

To address safety concerns expressed by interviewees, there are several larger structural solutions such as increasing the number of safe and affordable housing units, access to health-focused treatment, and equitable employment opportunities. One short-term measure could be to install lighting on streets and in alleyways to help people feel safe during evenings and at night.

This would determine how to operationalize Bill 16 in ways that support a broad continuum of affordable seniors’ residences and care services and ensure access to high-quality assisted living services for all British Columbians who could benefit from them. This review would include an outreach plan to gather input from residents in assisted living, their families and friends, assisted living staff and community members on how this sector should be reconfigured, and on the services and staffing supports required to ensure a sustainable and viable relational model of care.

This review of lost and missing children highlights cross-jurisdictional research that speaks to the critical importance of a child’s sense of belonging in the child welfare system. These findings are not new for RCY and recommendations to address belonging have been made in the Representative’s report Skye’s Legacy: A focus on belonging, but progress has yet to be made to implement this recommendation. Therefore, the Representative reiterates the recommendation from RCY’s 2021 Skye’s Legacy:
“MCFD to conduct a systemic needs analysis of cultural and family support resources required to ensure that social workers are better supported to promote a sense of belonging and identity for First Nations, Métis, Inuit and Urban Indigenous children and youth in care in relation to their families, culture and cultural community over time and at different stages in their lives and identity development. This review will inform the development of a longer-term resourcing and implementation plan. However, given the urgent need to address the significant over-involvement of the child welfare system in the lives of Indigenous children and families and poor outcomes for Indigenous children in the child welfare system, a substantive investment of new resources should be made immediately that can be considered a down payment on the resources identified for the longer term plan.”
Implementation of new resources was recommended by April 1, 2023, and is now overdue.

These standards should be modified by municipal and provincial government actors to align with our modern-day standards, an understanding of cultural differences and the “economic realities”. For this, we can look beyond our borders to other nations who have implemented more flexible guidelines that cause fewer barriers for those seeking housing. Using these guidelines, flexible and localized occupancy standards should be developed that reflect the affordable housing crisis while recognizing current societal patterns and embodying a true right to housing.
