Recommendation 10:
Collaborate with First Nations, Métis and Inuit governments and Indigenous organizations to address the factors leading to child and family poverty in order to prevent, reduce and eradicate child and family poverty in Indigenous communities. The federal government must comply with the rulings of the Canadian Human Rights Tribunal to provide adequate funding for child welfare services on reserve and ensure the full application of Jordan’s Principle for First Nations children. Federal and provincial governments must ensure culturally safe supports and public services are also provided to Métis and Inuit children and to other Indigenous children living off-reserve in urban centres not covered under Jordan’s Principle.

Another crucial step is to address the social disparities that amplify the risks for harm following an event such as COVID-19. Particular attention should be paid to children who are already disadvantaged. The pandemic can be the instigation to launch initiatives such as: ensuring that no children are living in precarious socioeconomic circumstances; augmenting support services for children in need; reducing the number of avoidable adversities that children face in addition to COVID-19, including addressing racism; and rectifying inadequate living conditions in many Indigenous communities, as well as raising the levels of funding and support for child health, social and educational programs to achieve parity with non Indigenous communities. Related to this, approaches that strengthen families and communities can promote resilience when children do have to face adversities. Given the likelihood that the impact of COVID-19 may be enduring, building these foundations for resilience are crucial — through initiatives that reduce disparities and ensure that all BC children can flourish.

Amending the Police Act to expand the mandate of the Office of the Police Complaint Commissioner (OPCC) in order to:
- ensure that all police officers and forces operating in BC fall under the mandate of the OPCC;
- ensure that civilian investigators and civilian staff members are responsible for the entirety of the complaint resolution process; and
- allow the OPCC to audit police complaints each year, particularly where they involve discrimination based on race, gender, poverty, or health status, and publicly report on areas of concern for further investigation or reform.
